Yes, with supervision. It's a firm chew, so break it into smaller pieces for young teeth. Check with your vet; puppies have specific growth needs and treats aren't a diet.
Possibly. Air-dried beef is crunchy by design. Snap it into shards, or look at our freeze-dried range, which breaks apart with almost no pressure.

Feeding Guidelines
Feed as a reward or snack, roughly one to two pieces a day for small dogs and three to four for larger dogs, adjusting to suit their size, activity and the rest of their diet. Always supervise your dog while they're chewing and keep fresh water nearby; treats should make up no more than 10% of daily food intake.
